Chief Executive John Lee on Wednesday said it is important to uphold the Constitution when making legislative and policy changes, to ensure reform is in the right direction. Speaking at a seminar on Constitution Day, Lee said the Constitution is the country's supreme law and provides the legal framework for policy formulation. "In further deepening reform comprehensively, we must regard the Constitution as our country's fundamental law by upholding and implementing the Constitution's requirements, principles, and spirit," he said. "Only then can we ensure our reform stays on the right track and proceeds in the right way at a steady pace." The CE added that constitutional education and implementation must go hand in hand to ensure that people respect and comply with the law. "This is because a solid grasp of the Constitution's substance and spirit among the entire populace is crucial to a healthy atmosphere of respect for the law and compliance," he said. Lee said Hong Kong can play its role by maximising its unique strengths under the "One Country, Two Systems" framework. Zheng Yanxiong, director of the liaison office, told the same seminar that the SAR should continue to pursue high-quality development and deepen reform under the rule of law. "We must also embark on innovations. We have accumulated new experience, and we have also designated a Constitution Day and other measures. So all these have been taken under our new innovative spirit, and this is a result of the rule of law and reform," he said.
