SAR has larger role in Belt and Road: Beijing official

A senior Beijing official has stressed that Hong Kong is playing a larger part in the Belt and Road Initiative, saying the city's dispute resolution mechanism and an abundance of legal professionals provide services under the country's infrastructure development plan. Liu Guangyuan, a deputy director of Beijing's liaison office, on Thursday said the SAR is "standing at the forefront" of the nation's opening up as an important functional platform for the initiative. At a Belt and Road conference in Hong Kong, the official said the One Country, Two Systems principle makes the territory a bridge connecting the mainland with the rest of the world. "It is the only jurisdiction in the world with a bilingual common law system, and has a bigger role to play in facilitating Belt and Road cooperation," Liu said. "Hong Kong has a complete dispute resolution mechanism, and serves as a preferred seat for resolving disputes among countries along the Belt and Road... The abundant legal talent reservoir in the city may be further tapped into to provide legal services under the Belt and Road Initiative." He added that stability is a "prerequisite" for prosperity in Hong Kong and a safeguard for the city's role in the development initiative. Secretary for Justice Paul Lam, for his part, said at the same conference that Hong Kong has a special role. "Hong Kong is renowned for having a sound and mature legal system, supported by the independent exercise of judicial power by our courts and a strong rule of law tradition. Hong Kong is uniquely positioned to bridge the gaps between different jurisdictions along the Belt and Road," Lam said. "As a super-connector and a super value-adder, Hong Kong provides world-class legal services that facilitate business between China and the rest of the world." Hong Kong has a lot of legal professionals "with a strong Chinese legal and business background" as well as expertise in international law and practice, Lam added. He said the government will proactively integrate into the nation's development, maintain a free and open business environment, and serve as a springboard to attract and support enterprises.
