The controversial non-binding motion on the West Kowloon rail terminus got off to a bumpy start in the Legislative Council on Thursday, with the opposition straight away moving to delay the debate. Legco was scheduled to take up the motion on Wednesday. But Land Justice League lawmaker Chu Hoi-dick, employing a little-used procedure, requested a full debate on a banking bill the council was considering at that time. Then the council spent eight hours debating whether his request should be approved, much to the annoyance of the pro-establishment side. The council on Thursday overwhelmingly rejected the move. The council then started debate on the motion, with the Transport Secretary Frank Chan telling lawmakers the government plan to allow the mainland to control part of the railway station is the best option.
